If you give poor people sufficent capital in order to become successful, Will they actualy be successfu?

Of course every functioning society needs a functioning socialist component in order to motivate productivity and progress from its people. But is simply giving capital to those who are poor really solve there problems. Lottery winners are usually right where they started from before they won the lotto or in fact in a bigger hole. We as a society cannot throw money from those who have to those who have not in order to justify the balance.
