Should a 8month old be able to self feed?

my daughter is 8 mos. and she makes no attempt what so ever to self feed...i even bought her this little self feeder thing thats like a pacifier only you put chunks of food inside and she can taste it throught the little safety net without actually getting the chunks in her mouth...she hates it she will only lick it or suck on it if i hold it for her if i put it in her hand she throws it on the floor and cries...she also wont' hold her bottle herself even though she can...what can i do????
